summary: "The Central Cyberspace Affairs Commission's master plan for China's digital build-out from 2026 to 2030, published October 23, 2026. It sets 12 anticipatory indicators, among them adoption of smart terminals and AI agents rising from 40% to over 90%. It organizes 25 key tasks in ten areas: three systems to build (infrastructure, cyber and IT innovation, the industry ecosystem), five levels to raise (governance, public services, digital-green coordination, regional coordination, openness), and two supports to consolidate (security; laws and standards). For compliance teams, the operative passages are near the end. Section X(1) calls for optimizing the generative AI filing mechanism, a new security risk assessment system for applications in key sectors, and assessment and filing for AI agents, on-device large models and anthropomorphic interaction services. Section X(2) commits to efficient implementation of the three data-export routes, personal information testing of smart devices, and tighter management of biometric feature information. Box 8 promises sector compliance guidelines for cross-border data, FTZ negative lists, and one-stop cross-border data service centers. Section XI(1) puts foundational AI legislation and judicial interpretations on AI and personal information on the five-year agenda. A plan creates no obligations by itself; it tells counsel which rules are coming."
