Most AI answers about Chinese data law fail in the same two ways: they cite an article number that does not exist, and they describe a rule that has since been amended. This package addresses both — a normalized registry of 147 instruments carrying rank, issuer, effective date and verification status, and a citation standard (R1–R7) that requires an agent to name its source or say it does not know.

What is included

The registry in
YAMLandCSV: 147 instruments with law id, name and aliases, document number, rank, issuing body, effective date, industries, region, and a verification status with the date it was last checked. - Citation standard (R1–R7) — the discipline that governs what an agent may assert: no article number without a source, no effectiveness claim without a verification date, and an explicit “not in the registry” instead of an invented answer.
- Hierarchy and applicability guide — how to place an instrument in the Chinese legal hierarchy, and what to do when a national standard and a departmental rule appear to conflict.
- Currency-check SOP — the routine for re-verifying an entry against official sources, and when an entry is stale enough to stop citing.
- A controlled vocabulary for rank and status values, so the registry stays filterable rather than drifting into free text.
What it does—and does not—decide
The registry records what an instrument is, where it sits, and when it was last verified. It is a research index, not a legal database: it does not carry full text, and it is not a complete corpus of Chinese data law.
It does not decide whether an instrument applies to your facts, whether a later amendment has changed the analysis, or what any provision requires. Every entry carries its verification date so the user can see how old the answer is and check for a newer version.
