15th Five-Year Plan for National Informatization.

国家信息化“十五五”规划

Issued by: Central Cyberspace Affairs Commission (中央网络安全和信息化委员会). Drafted by: Office of the Central Cyberspace Affairs Commission, together with the relevant departments. Published: October 23, 2026, on the CAC website (no document number published).

DCC note. This is the successor to the 14th Five-Year Plan for National Informatization (2021). The release and the Office’s press Q&A, both published the same day, add four points. First, the Office drafted the plan with the relevant departments under the Commission’s work arrangements, against the 15th Five-Year Plan Outline’s goal of “major progress” in informatization by 2030. Second, the layout is “build three systems, raise five levels, consolidate two supports”, with 25 key tasks in ten areas and seven project boxes. Third, the 12 indicators are meant to carry on from the 14th Five-Year plan’s indicators. Fourth, the Office will implement it through coordination, funding, talent, and publicity, including regular national informatization development reports. All 12 indicators are anticipatory (预期性), not binding (约束性).

For a practitioner reading of the compliance passages (X, XI, Box 4, Box 8), see DCC’s brief What the 15th Five-Year Informatization Plan signals for AI and data compliance. DCC translation; the Chinese text is authoritative. “网信” (cyber and IT) is short for 网络安全和信息化, cybersecurity and informatization.

During the 15th Five-Year Plan period, China’s informatization is entering a new stage of across-the-board leaps in digitalization, networking, and intelligentization, and plays a strategic, overarching, and leading role in building Chinese modernization. This Plan is formulated on the basis of the Outline of the 15th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the relevant arrangements for building China into a cyber power, in order to advance national informatization systematically and in depth.

I. General Requirements

What the 15th Five-Year Informatization Plan Signals for AI and Data Compliance Through 2030

数据何规 (What Rules for Data) reads the Central Cyberspace Affairs Commission's 15th Five-Year Plan for National Informatization, published October 23, 2026, for what it means for AI and data compliance over the next five years. Foundational AI legislation and judicial interpretations on AI and personal information are now formal tasks, though the law's name, form, and timing are not settled. On AI regulation, the plan pairs an unexplained 'optimization' of generative AI filing with a new security risk assessment system for applications in key sectors, and with assessment and filing for AI agents, on-device large models, and anthropomorphic services. The author reads that as a shift from model-level to use-level scrutiny. On data, the author reads cross-border facilitation as clearer boundaries and lower costs for the three existing export routes, not their abolition, and notes that it runs alongside the CAC's special inspections of data export. The plan also singles out personal information testing of smart devices and biometric information management. The author's bottom line: a plan creates no new obligations, but it marks where the next rules will land.
